The assignment of Hermann Hagspiel during almost six years to the European Commission Delegation to Bulgaria consisted to a large extent in project management under EU external aid rules. As the responsible task manager for technical assistance in the fields of private sector economy, regional development and SME banking he gained in-depth knowledge of EU procedures and regulations. In addition to project programming, he was involved in practical tasks of project implementation and monitoring on the donor’s side. This particular experience of an insider “behind the scenes” is an important element of Hermann Hagspiel's lectures in the Framework of European Studies; also it can be utilized by potential applicants for EU funds – in regard to the design of eligible projects as well as the concrete tender documents.
